Inquiry ordered against General Faiz Hameed in Top City scandal case
The serving Major General will conduct an inquiry against General Faiz Hameed regarding the alleged misuse of authority and occupation of the top housing society which is next to the new Islamabad Airport.
In May 2017, the home and office of Top City One CEO Kunwar Moeez Khan were raided by Rangers and other law enforcement agencies on the orders of then-Interior Minister Chaudhry Nisar and DG ISI General Faiz Hameed. Around forty people were arrested, who were transferred to an unknown location and brutally tortured.
All these incidents took place on 12 May 17 while CTD registered an FIR against these detainees including Kunwar Moeez on 19 May which is completely false.
On November 8, 2023, Moeez Ahmed Khan, the owner of Top City, filed a petition in the Supreme Court in which he alleged in the petition filed under Article 184 three that former DGISI Lt. Gen. Faiz Hameed had misused his authority. illegally used against him and his family.
The petition filed by Kunwar Mueez in the Supreme Court said that on May 12, 2017, ISI officials at the behest of General Faiz Hameed raided the top city office and the house of Kunwar Moeez during which valuable items including gold, diamonds, and money were taken away by ISI officials during the raid.
The petition also said that Sardar Najaf, brother of former DG ISI Lt Gen Hameed Faiz, approached him to resolve the issue – a claim also made by General Faiz in the petition. I later met him myself to sort it out, assuring him that Afshals had been taken with the ISI during the raid. 400 tolas of gold and cash will not be returned – the petition also alleged that ISI officials extorted Rs 4 crore from them.
The petition also alleged that the ISI officials extorted Rs 4 crore cash from him – the petition also accused various ISI officials and Sardar Najaf, brother of former DGISI General Faiz Hameed. They wanted to take over Top City illegally.
Considering the sensitivity of the matter and given these serious allegations, a three-judge bench of the Supreme Court, which included Chief Justice of Pakistan Justice Qazi Faiz Isa, Justice Athar Minullah, and Justice Aminuddin, heard the case and ruled that it is a very serious matter and due to the serious nature of the matter, the reputation of the institution is likely to be affected, therefore the matter cannot be ignored.
For further investigation of the matter, the Supreme Court told the petitioner that He took up the issue with the Ministry of Defense – Attorney General of Pakistan assured the High Judiciary that full cooperation will be given to the matter and action will be taken as per law.
By the orders of the High Court and in the light of the directives of the Ministry of Defence, the Pakistan Army has decided to investigate all the cases through a High-Level Institutional Inquiry to investigate these serious allegations. A sub-committee has been constituted which will look into every aspect related to the matter in detail and make recommendations after completing the investigation.
If the allegations against former DGISI Faiz Hameed are proven, the privileges and demotion may also be revoked.
